Overview
As part of the Queensland VET Investment program, the Queensland Government provides Access Training & Education (ATE) access to funding under the Certificate 3 Guarantee and Higher Level Skills programs.
The Certificate 3 Guarantee is targeted at Certificate III qualifications and, in certain circumstances, lower-lever vocational qualifications.
The Higher Level Skills subsidies are provided for a select number of Certificate IV, Diploma and Advanced Diploma level qualifications.
To be eligible to enrol in the Certificate 3 Guarantee or Higher Level Skills program, you must meet specific eligibility requirements.
Note: You will no longer be eligible for a Government subsidised training place under the same program in another vocational sector once you complete the qualification level targeted through the program.
Funding Eligibility
ELIGIBILITY CRITERIA
To be eligible for funding under the Certificate 3 Guarantee or Higher Level Skills program when enrolling into Auslan qualifications, you must:
- be a Queensland resident,
- be aged 15 years or over, and no longer at school,
- be an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency,
- not be enrolled in a Certificate III level or higher qualification,
- have an aspiration to complete Certificates III and IV in Auslan up to the Diploma of Auslan.
Note: Acceptable eligibility evidence to support your application for funding must be emailed to [email protected] as soon as you complete your enrolment. All acceptable evidence must be valid and current at the point of enrolment.

Where you are eligible for funding and have your enrolment approved, you are required to pay a co-contribution fee to ATE as a contribution to the cost of training and assessment services.
Where you are not eligible for funding and have your enrolment approved, your are required to pay the full fee for the qualification.
CONCESSIONAL STATUS
Concessional co-contribution fees may apply in place of the full co-contribution fees where a student’s concessional status is confirmed by ATE.
Concessional status will apply for students who are eligible for funding and:
- hold a Health Care or Pensioner Concession Card issued under Commonwealth law, or are the partner or a dependant of a person who holds a Healh Care or Pensioner Concession Card and are named on the card, or
- provide ATE with an official form under Commonwealth law confirming that they, their partner or the person of whom they are a dependant is entitled to concessions under a Health Care or Pensioner Card, or
- have a disability, or
- identify as Aboriginal or Torres Strait Islander, or
- are an adult prisoner.
Note: Acceptable evidence to support your concessional status must also be emailed to [email protected] as soon as you complete your enrolment. All acceptable evidence must be valid and current at the point of enrolment.
Training and Employment Survey
Students who are eligible for funding will be required to complete a training and employment survey within three (3) months of completing or discontinuing the course they are enrolled in.
